Focusing on policy and pedagogical issues, this Policy Brief reviews the research that answers the questions: How and under what circumstances can technology make a difference in instruction and learning? The resource provides policy implications for long-term planning, teacher training, access, and evaluation to create the following conditions that favor productive outcomes:

  • Technology is best used as one component in a broad-based reform effort.
  • Teachers must be adequately trained to use technology.
  • Teachers may need to change their beliefs about teaching and learning.
  • Technology resources must be sufficient and accessible.
  • Technology should be integrated into the curricular and instructional framework.
