In part one of his book on how to implement standards-based performance assessments in the classroom, school, and district, Douglas Reeves addresses why standards matter -- they provide a fixed, common target about what students are expected to learn. What are flexible are the teacher's and school's strategies to provide opportunities for students to learn. Accountability includes comparing educational actions to impact on achieving to standards.

Part two addresses consistent, effective teaching of target standards in all classrooms in a school. Classroom, school, and district charts and checklists are offered as tools for gathering information about practices. Common assessments of target standards allow educators to evaluate program effectiveness in meeting stated goals.

Part three discusses broad policy issues most applicable at the district level, particularly for superintendents. Finally, part four contains a variety of tools, rubrics, and checklists than can be used in implementing the suggested standards-based assessment system, as well as a bibliography.
