This study identifies schools with successful bilingual education programs and documents their success in order to provide guidance to other schools. Through in-depth case studies of six California schools in three counties (San Diego, Los Angeles, and Ventura), the researchers illustrate that bilingual schools can provide opportunities for students to achieve and sustain high levels of academic excellence even when faced with challenges such as students’ poverty and low levels of English proficiency upon entering school.

The report starts with research on characteristics of effective schools for general education and for English learners, as well as for culturally responsive schools supportive of high achievement for Hispanic and Latino students. The six case studies, which follow, highlight each school's setting, bilingual education program, instructional features, leadership, accountability climate, teachers and professional development, and English language development and academic results. Finally, the report discusses the data collected in the case studies in light of the previous research of important characteristics.
