This report is based on the premise that “...growth in student achievement over time is a major component in defining teacher effectiveness.” (p. 8) It outlines four areas to consider when seeking to improve teacher effectiveness:

  • Shared leadership, vision, and commitment to action

  • Culture of data-driven decision-making

  • Stakeholder engagement

  • Policy environment
The report provides rubrics on district readiness for each of these factors, as well as a rubric on the base-level factors needed to engage in teacher effectiveness initiatives.
