This report reflects on and incorporates the experiences of New Leaders for New Schools, presenting the leadership actions that are part of the organization's Urban Excellence Framework. It identifies five categories of a principal's work, proffers a usable model of stages of school development, and elaborates on the qualities of leadership that drive teacher effectiveness. The several case studies offer diverse examples of how schools can raise student achievement. The report concludes with separate policy recommendations for educators at the state and "school systems" (i.e., district and charter management organization) levels.
