These guidelines help regional Comprehensive Centers and states comply with the requirements of No Child Left Behind (NCLB). This evolving document explains the standards by which NCLB holds students in these two subgroups accountable for achievement; explains the indicators of state tests' validity, reliability, and freedom from bias; and discusses the question of how to select appropriate test accommodations. The "Test Accommodations" section has a handy matrix of specific accommodations that 24 research studies recommend and a list of resource links relevant to testing accommodation.
