The First Ring Leadership Academy, a partnership of 13 school districts surrounding the city of Cleveland, OH, is an example of a group of districts with similar challenges (high poverty, great diversity, high student mobility, and low achievement) getting together to create a homegrown leadership academy to prepare school leaders from within. Founded in 2003, it provides an accelerated avenue to licensure and certification and focuses on recruiting, training, and retaining exemplary principals. The article describes the three beliefs that underlie the program's structure, as well as its careful design, based on several of the successful strategies identified by School Leadership Study: Developing Successful Partnerships.
