Newcomer students are defined as "recent immigrants who have little or no English proficiency and who may have limited formal education in their native countries." They typically have needs that extend beyond what typical English as a second language and bilingual programs deliver.
This article describes the common features of newcomer programs, and outlines the basic parts of establishing a newcomer program, focusing on the exploration, planning, and implementation processes.
