Interventions and Sanctions for Schools A school that fails to make adequate yearly progress (AYP) for two consecutive years must develop a school improvement plan, in consultation with parents, school staff, district, and outside experts within three months of being identified. Any child attending such a school is eligible for school choice and must be offered the option of transferring to a public school in the district not identified for school improvement. If a school fails to make AYP by the end of the first full year after identification, the district must continue to provide technical assistance, continue to make public school choice available, and begin to make supplemental services available. Should the school fail to make AYP two full school years after identification, the district must continue to make both public school choice and supplemental services available, and continue technical assistance. The district must also identify the school for corrective action and take at least one of the following actions:
